I drew a path with the pen tool, then I stroked it with a brush. Then, i set a created a new action, and clicked record. then, i duplicated the layer and then rotated it 5 degrees. then i ended the action. after that, i just ran the action as many times, and then merged the layers together.
After, i applied hue/saturation, and then duplicated layer, guassian blur, and then lowered the opacity
If you don't know what actions are then google "Photoshop actions tutorial" They basically record what you do, and then re-do it when you run the action.
